ANN: refdb-0.9.8 cygwin binaries available

Hi, I've uploaded a binary package of RefDB-0.9.8 for Windows/Cygwin: http://sourceforge.net/project/showfiles.php?group_id=26091&package_id=17592 As with all binary Cygwin releases before, this is not a real Cygwin package. It is a simple tar.gz archive which you should extract in /. The binaries, documentation, man pages, and shared files will then end up in /usr/local.
