This is weird as there were no changes between revisions 470 (the last
change to refdbd.c before 471) and HEAD in the relevant libdbi
code. refdbd built from revision 471 should not have any problems
starting without a main database. I suspect refdbd fails to start for
other reasons. Does refdbd create any log output when the package
attempts to start the daemon? If the default log file is not writable,
it should fall back to syslog and leave traces there.
