Then is there any point to the layout attribute in a <part> tag?

There really is no difference between fixed and flow parts - this needs
to be removed. 

The modularity your are referring is independent of parts. However,
using different files to include things like headers and footers is 
a great way of creating a common code base/look and feel among reports.
