Image tag with pdf output?

I'm trying to display an image in a PDF report using this tag inside  
an <Output> block (which is inside the <PageHeader>).

<Image value="'logo.gif'" type="'gif'" width="130" height="85" />

Is this supposed to work or does that tag only work for HTML output?
