RLIB 1.3.8 pre release

Hey all,

I put a pre release of RLIB 1.3.8 which **might** **finally** be the
last release before 2.0

Changes include:

HTML: Renders ******Much****** faster in web browsers, HR tags don't do
100% (PLEASE TRY THIS)

About 10 crash fixes (Null followers, NULL data, php add_function w/
more then 1 parameter

Function: Added: "strlen" function

Error Messages: More consistant

Engine: Unlimited number of result sets to report on

Graphing: Support multiple Y plots on PIE charts

Ability to suppress entire reports in parts

PDF Graphing: Don't layout on top of ReportHeaders, also respect
tomMargin

Rerun expression variables after navigation from previous (Break
Footers)
