These, on the other hand, do seem more persuasively <quote>s. Maybe we 
do need a special element for phrase level quotations (though that would 
not help with the Dante example). That is, assuming it's actually useful 
to mark this lengthy periphrasis as a single unit, all the way from 
"Celui" to "stars".  I'll bet there are examples where a phrase like 
this is discontinuous too. So maybe we need to tighten up the field of 
application for <rs> a bit more clearly.
