I'm looking at page 70 of the PDF, and while I see a discussion of 
hyphenation, I believe that the three examples below are your own, and 
it seems that you are asking whether you are correct in understanding 
that break= should be used on <lb/> to record hyphenation.

The Technical Council recently improved the wording on use of <pc> to 
mark hyphens.  The changes, which should be included in the next release 
of P5, can be previewed in GitHub:

In short, whether you decide to record line breaks (using <lb/>) in your 
markup is a separate question from whether and how you decide to record 
hyphens.
