Based on the recent discussion, am I correct to say that the example in=20
1.3.1.1.5 Evaluation of Links <1.3.1.1.5%20Evaluation%20of%20Links> is=20
incorrect? It makes the same mistake I was making, right?

    In essencexml:baseis used to set a context for all relative URLs
    within the scope of the element on which it is specified. For example=
:

    <body> <div xml:base=3D"http://www.example.org/somewhere.xml"> <p>
    <!--... --> <ptr target=3D"#p1"/> <!--... --> </p> </div> <div> <p>
    <!--... --> <ptr target=3D"#p1"/> <!--... --> </p> </div> </body>
    The firstptr
    <http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-ptr.html>ele=
ment
    here is within the scope of adiv
    <http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-div.html>whi=
ch
    supplies a value forxml:base; its target is therefore to be found
    at|http://www.example.org/somewhere.xml#p1|. The secondptr
    <http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-ptr.html>,
    however, is within the scope of adiv
    <http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-div.html>whi=
ch
    does not change the default context, and its target is therefore
    some element within the current document with the value|p1|for
    itsxml:idattribute. Further discussion of this element and its
    effect on TEI linking methods is provided in chapter16Linking,
    Segmentation, and Alignment
    <http://www.tei-c.org/release/doc/tei-p5-doc/en/html/SA.html>.

Both pointers in fact point to the same location, a location within the=20
current document, right?

If the mistake was made here in the Guidelines and has sat there=20
unchallenged, we need to assume it=E2=80=99s an easy one to make and need=
=20
language somewhere to keep others from making it also.

In GitHub, I will cancel my issue about @rendition and open one saying=20
1.3.1.1.5 (and any section related) needs to be reviewed and revised.

The obvious objection to my suggestion is that the members of the Council=
