Mongolian *script* absolutely requires the use of variation selectors
FVS1..FVS3 [U+180B..U+180D] for all languages which use the script
(i.e. Mongolian, Manchu and Sibe languages)

Phags-pa *script* absolutely requires the use of variation selector
VS1 [U+FE00] for Sanskrit language only (not required for Mongolian,
Chinese, Tibetan or Uighur languages, but if you are going to support
the script then you should support VS1 regardless of the target
language).
