You would have thought so, wouldn't you? But it is not always so.

For example the Word 2007 Insert Symbol dialog allows you to enter
characters from Plane 1 (SMP) and Plane 2 (SIP) but not Plane 14 (SSP)
or Planes 15-16 (SPUA-A/B).

Presumably when (not if) characters are encoded in Plane 3 the Office
suite will have to be upgraded before it will allow users to enter
Plane 3 characters using the Insert Symbol dialog.
