Which might be none. Using ligature controls might be fine in a good 
typesetting program, but in, say, text processing or web authoring the 
controls are none. Worse still, ZWJ is probably ineffective, and might 
just mess things up (in programs that don't recognize it). What's left 
then is precomposed ligature characters, if you want ligatures at all.

The controls, if any, might not very good even if they exist. A 
typesetting program might simply turn, say, every occurrence of "fi" 
into a ligature, and then its user has to override this where it harms 
(say, in text being presented in monospace font).
