I'm not sure what is meant here.

If Vista Notepad implements font instructions for non-discretionary
features using Uniscribe, that's fine.  But, if Vista Notepad substitutes
Latin (or even Armenian) ligature presentation forms for "normal" 
strings in the display for any font which has glyphs mapped to those 
presentation form characters regardless of individual font OpenType 
table instructions, that's not so good.
