JIRA issue AXIS2-2968 patch

Hello,
Can someone point me as to where I can get the patch files for the JIRA 
issue AXIS2-2968.  The link here has only the patch file differences 
https://issues.apache.org/jira/browse/AXIS2-2968.
We are using Axis2 V1.6.1 on Tomcat V7.0.25.  Any help appreciated.
