I am afraid mvn-based builds of some jars are incomplete. It is signalled by the size, compare e.g. squiggle (553 kB -> 8 kB), rasterizer (56 kB  -- > 8 kB). I cannot launch java -jar batik-squiggle-1.11.0-SNAPSHOT.jar any more (ClassNotFoundException: org.apache.batik.apps.svgbrowser.Main). Similarly for rasterizer I am getting ClassNotFoundException: org.apache.batik.apps.rasterizer.Main.
