It was probably done because this coordinate system (origin at top left, 
x+ right, y+ down) is standard for computer graphics work.  Framebuffer 
memory is laid out this way, and most image formats (though not 
postscript) are, too.  The reason for this, in turn, is probably that this 
was also the layout for text display, which is sensible in a left-to-right 
top-to-bottom language.  So, ultimately, you can blame SVG's coordinate 
system on the Periclean Greeks.
