why Batik does not contain SVG11Constants?

Hello,
I wonder why there are SVGConstants, SVG12Constants java classes in
Batik, but no SVG12Constants?
What is reason behind this?
Does Batik support SVG 1.1?

I wanted to use SVG 1.1, because I have read it is the recommended
version (at http://www.w3.org/TR/SVG/)
