WMFRecordStore.inch = 84, not 96?

Hello!

I'm using Batik-1.7 on Debian GNU/Linux to convert wmf files to svg.
I've noticed that I get slightly larger captions. Upon investigation
it turns out that in WMFRecordStore inch equals to 84 pixels by
default. When I rescale the image by a factor of 84/96 I get the
expected font size.

This code seems to work when there is no Aldus header, so probably the
bug wasn't noticed yet. But anyway, what is the reasoning for value
84?
