[logging] Release Candidate Build of Commons Logging 1.0.4 Available

As has been discussed earlier on COMMONS-DEV, here is a pointer to a release
candidate version of Commons Logging 1.0.4.  All outstanding Bugzilla issues
have been addressed and, barring any difficulties with this bundle, I plan on
proposing a vote for a 1.0.4 release this coming week.  The embedded
RELEASE-NOTES.txt file documents the changes from the 1.0.3 release.

Please help ensure the quality of this release by downloading the candidate
bundle and making sure that it works correctly with your existing applications
that use commons-logging.
