Migration of xml-commons module from CVS to SVN imminent

Henri Yandell has already picked up the issue and done the test
migration, visible under:

I've checked out everything and it looks good. Everything compiles. The
tags and branches are all there. The only problem which will have to be
fixed is a dependency on xml-stylebook which is accessed through a
relative path for the resolver build. But that's easily fixed afterwards.

I'll send another note when the final migration is through. The CVS
module will by then be read-only or even hidden already.
