ATTN : Release Managers

Please review all the requirements for Apache Releases, there is a
wiki that summarizes the links:
http://wiki.apache.org/general/ReleaseGuides

In particular, please make sure the NOTICE files make it to both the
src and binary dist

please make sure that a licenses directory shows up in both the source
and binary dists that has one text file for each jar. Basically if
there is a "commons-collections-3.1.jar" then add a
"commons-collections-3.1.jar.license.txt"
