[configuration] Second release candidate for 1.3 release

The Commons Configuration team is pleased to announce the availability
of the second release candidate of the upcoming 1.3 release.

The files can be found for inspection at

The site for the RC was also published at

According to the clirr report 
(http://people.apache.org/~oheger/commons-configuration-1.3rc2/clirr.xml) 
this release is fully binary compatible to the last 1.2 release of 
Commons Configuration.

The changes between this release candidate and RC1 are listed in detail 
in the changes report, which is available at
http://people.apache.org/~oheger/commons-configuration-1.3rc2/site/changes-report.html

I intend to leave this RC out for a week or so and then - if no further 
bug reports come in - to call a vote for the final 1.3 release.
