Rationalizing the m1/m2 groupId's

Folks,

I took a stab at standardizing the groupId's after looking at existing
groupId's package names etc. and adjusted all the commons projects and
axis2 trunk and 1.1 branch as well.

Examples:

neethi - org.apache.ws.commons.neethi
xmlschema - org.apache.ws.commons.schema
axiom - org.apache.ws.commons.axiom
axis2 - org.apache.axis2
