It depends on the needs.  If the only need is to kill a fly, a 
sledgehammer is probably not necessary (as opposed to a simple fly 
swatter).  If the need is to kill a fly and demolish the wall that the 
fly is on, then a sledgehammer is more appropriate.  So it comes down to 
good requirements definition up front.
