Proposal for resolving SOAP 1.2 Rec Issue #9

Issue #9[1] concerns table 3[2] of SOAP 1.2 Part 1. This table 
summarizes the forwarding behavior of SOAP intermediaries and the issue 
originator requests a better explanation of the table. In order to 
address the issue I propose that we change the heading of column 2 from 
"Assumed" to "Assumed by SOAP node" and change the descriptive text as 
follows.

Current descriptive text:

"Table 3 summarizes the forwarding behavior of a SOAP node."

Proposed descriptive text:

"Table 3 summarizes the forwarding behavior of a SOAP node for a 
particular header block. Each row contains a different combination of 
the value of the header block's role attribute information item, 
whether the SOAP node is acting in that role and whether the header 
block is understood and processed and shows whether the header block is 
forwarded or removed."
