rec20 and rec22

As the proposal for rec20 take its roots in the infoset definition, it
also covers rec22 (after reading the 3 emails regarding this issue).

I note that we still need a resolution for the whitespace definition in
various locations in part1 (a side issue of the resolution of both rec20
and rec22)
