Section 1.2 of SOAP Resource Representation Header

I took an AI during last week's concall to produce text for section 1.2 
(Relation to other specifications) [1] which is currently TBD. This 
email fulfills that AI.

Here is the proposed text (borrowing some wordings from XOP) for section 
1.2:

This document has been produced in conjunction with the development of
requirements, embodied in the requirements document [UCR REF] and the
specification described herein fulfills some of those requirements.

This document defines a SOAP Feature, and a SOAP Module that realizes 
the SOAP
Feature, as specified by SOAP 1.2 [ref to section 3.1 SOAP 1.2 part 1]
[ref to section 3.3 SOAP 1.2 part 1].

The Resource Representation header is expected, but not required, to be
used in conjunction with the SOAP Message Transmission Optimization 
Mechanism
specification [ref to MTOM] and the Assigning Media Types to Binary Data 
in XML
specification [ref to media-types doc].
