Congratulations to the XMLP WG and thanks to all members of the mailing
lists who contributed .... the XML-binary Optimized Packaging (XOP),
Message Transmission Optimization Mechanism (MTOM), and Resource
Representation SOAP Header Block (RRSHB) specs were announced as W3C
Recommendations today, details are at [1].
