Henry,

You raised an issue against the "Assigning Media Types to Binary Data in
XML" Last Call WD [1] in your email at [2] (comment 2d). This was
accepted by the WSD WG [3] as issue 276 [4].

The WG closed the issue by making no change. The type xs:base64Binary 
was intentionally used over xmime:base64Binary to illustrate the fact 
that when the media content is known (in this case image/jpeg) it may 
not be necessary to have the xmime:contentType attribute. One of the 
goals of the document is to allow the attributes (xmime:contentType and 
xmime:expectedContentTypes) to be used independent of each other as well 
as in conjunction with each other.

I hope this addresses the issue that you raised, to your satisfaction.
