Rajneesh: the xml-dist-app mailing list has been pretty quiet the last few 
years, but in any case your request is not in the proper form.

If you look at the mailing list home page at [1] you will see a subscribe 
link. In case that doesn't work for you, what you want to do is send an 
email to [email protected] with a Subject of "subscribe". You 
have to get this right, because the list registration is handled by an 
automated process.

I am not officially involved with this, just pointing out that you seem to 
have missed the instructions on how to subscribe. Similar rules apply to 
most W3C mailing lists.
