You might have multiple versions of java on your system.  Please run:

sudo find / -type f -name java -print 2> /dev/null

My call responded with the following, including others.

/Library/Java/JavaVirtualMachines/adoptopenjdk-8.jdk/Contents/Home/bin/java

My .zshrc contains

export JAVA_HOME=/Library/Java/JavaVirtualMachines/adoptopenjdk-8.jdk/Contents/Home
