eXist-db is a database with numerous methods to interact with it , *all of
which are HTTP based*. No control panel automatically opens - you need to
decide and open the interface you want to use.

As it seems that you have installed it on your PC, and you have the "splash
screen" when you launch it, you will have an icon in your toolbar that
allows you to access the java-based application for navigating the
database.

Alternately, you can always access eXist the way many users do: via the
browser.
Go to http://localhost:8080/exist/, log in, and from there you can access
several interfaces:
http://localhost:8080/exist/apps/monex - system status
http://localhost:8080/exist/apps/eXide - IDE for development and querying

You can also access eXist through other development tools like Oxygen.
