Summary: Makefile.in doesn't let configure set mandir
Initial Comment:
Makefile.in specifically uses ${prefix}/man/man1 for the
mandir variable, instead of allowing configure to override.
The attached patch corrects this.

Fixed using a similar patch in Makefile.in 1.44.
