The file 'vms/descrip.mms' contains no action for 
the "all"-dependancy.

Prevent a fatal mms-message by supplying a null-action.

This appears to already be fixed in CVS; the action there is
written as:

all : $(LIBRARY)
        @ write sys$output "All made."
