an patch for expat that can let expat handle gb2312 
encoding xml file.
Developer must use Xml_SetUnknowEncodingHandle() to 
call XML_GbEncodingHandle()

Thank you for your patch!

For now we will leave it as a standalone patch,
as we have not yet determined in which way support
for additional encodings should be added to Expat.
