I have never tried to build for Windows CE.
Just trying to point you to some resources.
The site at http://www.movsoftware.com/expatxml.htm seems to use a very 
old version of Expat,
but you might try to study what they did differently for Windows CE.

I also found this page, where you can download Expat for CE on Symbian:

You should now be able to do your own research.
