Sorry ... while creating [link BUG-3282|https://issues.apache.org/jira/browse/FOP-3282] I think I have also found another possible accessibility "tagging" issue.

"This is Column A" TH Heading selected in the "tags" and highlighted in the PDF:

"Table Title" TH Heading selected in the "tags" and highlighted in the PDF:

If I drill down in the PAC validation results, it reports "Table header cell has no associated subcells":

I was initially thrown by the PAC image as you can clearly see there are additional "subcells" associated with the TH. But, like I mentioned previously, the "Table Title" TH Heading is appearing at the bottom of the Table so the validation of the "tagged" structure is correct.

{*}Expected Result{*}: I don't think the "Table Title" TH should appear on its own at the bottom of the "tagged" Table structure.
