I think "technically", when focused on only PDF/UA validation, you're absolutely right but ... if possible ... could I suggest the "preferred" method is a single "tagged" table but again ... only if it's possible.

While I'm lucky enough to only need to focus on PDF/UA validation "technically", I don't want to overlook how an accessibility user is going to interpret the table.
