I have the same issue with `<fo:basic-link internal-destination="..."`. Each 'See' link should have OBJR. Currently, 2nd 'See' has two OBJR.

I've tried add

            return getStructureTreeElement().equals(other.getStructureTreeElement());
        }

into `fop-core\src\main\java\org\apache\fop\render\intermediate\extensions\GoToXYAction.java` (method 'public boolean isSame(AbstractAction other)'), but no effect.
