[fop-events|https://mvnrepository.com/artifact/org.apache.xmlgraphics/fop-events/2.11/dependencies] has a runtime dependency on qdox, but it is not actually needed at runtime (as also mentioned in [fop/lib/README.md|https://github.com/apache/xmlgraphics-fop/blob/main/fop/lib/README.txt#L191] ).

I think it would make sense to remove it from the runtime dependencies, especially since qdox apparently [is not maintained anymore|https://github.com/paul-hammant/qdox/blob/master/README.md#status].
