Similarly, I have checked out and built from
http://svn.apache.org/repos/asf/xmlgraphics/fop/trunk
and
./fop -xml foo.xml -xsl fop.simple.xml -pdf foo.pdf
produces a file which has "Document Assembly" and "Page
Extraction" as "Not Allowed".
