Title page issues after upgrade to FOP 2.3

We have upgraded from FOP 1.1 to FOP 2.3 and now find that our DocBook XSL title page templates are not being applied as expected.What we seem to get is a default title page. Custom stuff like text-align and font-size are ignored.
Has anything changed in how FOP works with XSL title page templates since the 1.1 release?
