Release Manager, Next Release. 0.10

HI All,

I think its time (more than 8 years) to do another release of Forrest.

I'd like to volunteer to be the Release Manager (RM) for this next release.

If people agree, I would perform the release based on my belief that
there is already enough in trunk now to base the release on.

I would likely move 99% of everything else off t the next release.
Personally, I'd like to see Ant upgraded (there is a ticket for that) and
so
I'd work on getting that in.

Others may chime in with anything else they would like to see included if
they or someone else agrees to work on it.

Forrest is still very useful and I want to help update it.

Thoughts please.
