Surely (and, sorry for the delay-- day-job + preparing for conference 
season has been biting up my time).

Basically, the only things stopping forward progress are that the 
current committers need to define the new PMC (and select a Chair); and 
then draw up the draft resolution (99% of the language for which is 
already contaned in our proposed mission statement).

Just to clarify the process: the new PMC is comprised of current 
committers that express an interest in being part of the PMC, and the 
Chair is selected by vote from among those, correct?
