Er, i am confused by the mixture of "smileys" and "seriously".

Anyway, i was under the impression that the PMC chair is supposed
to be seen not as a "leader" but as an administrative job. In the
ASF projects that i participate, i have never seen anyone campaign
for the position. The community should already know who they are
and whether they are capable.
