JAXP 1.3 API and RI sources

 -Can be compiled with  J2SE 1.4 , J2SE 5.0
 - Run on J2SE 1.3, J2SE 1.4, J2SE 5.0
-  JAXP 1.3 TCK qualify these sources on J2SE 1.3, J2SE 1.4 and J2SE 5.0

Base JDK requirement for JAXP 1.3 is J2SE 1.3
