I'm unsure what you mean by "implement"--I think you mean "work with"
perhaps? I would google on Eclipse XML Plugins for Xerces and Xalan, to
see what you can find. Or google on Eclipse + {name of Apache project}
+ plugins, etc., to see what you can find.
Ordinarily, people just download a specific Apache project and include
its JAR file in their projects. For most, an eclipse plugin in the
middle would be an unnecessary moving part.
