$JFOR_HOME is not a valid syntax for environment variables under=20
Windows, and the path separator is a comma, not a colon.

You'll have to use something like

java -cp c:\path-to-xerces\xerces.jar;c:\path-to-jfor\jfor.jar=20
ch.codeconsult ... etc.
