Border style not displaying in Word 2000

I my jsp I am using the border attribute and passing it to the table =
row:

RtfAttributes tableAttr =3D new RtfAttributes();
tableAttr.set(BorderAttributesConverter.BORDER_THIN_THICK_SMALL);
tbl =3D sect.newTable(new DummyTableColumnsInfo());
RtfTableRow row =3D tbl.newTableRow(tableAttr);

The rtf code (brdrthtnsg) appears in the code but is not generated to =
the file output when I view it in Wordpad or Word 2000. I have tried =
this with the table, table row and table cell, but can't get the border =
I need to output.
