fo:leader workaround

Hi,

Is there any ideas for fo:leader workaround?
I have xsl-fo code for TOC:
<fo:block text-align-last="justify">
<fo:basic-link internal-destination="someID">
<fo:inline keep-with-next.within-line="always">
toc item
</fo:inline>
</fo:basic-link>
<fo:inline keep-together.within-line="always">
<fo:leader leader-pattern="dots" leader-alignment="reference-area"
keep-with-next.within-line="always"/>
<fo:basic-link internal-destination="someID">
<fo:page-number-citation ref-id="someID"/>
</fo:basic-link>
</fo:inline>
</fo:block>

Unfortunately the fo:leader does not work at all i.e. the text and page
number in TOC go one after other without any dots.
Does anybody have ideas/experience to make the TOC with jfor look like a
TOC.
