You're right, this doesn't work correctly in the current version.
The jfor sample file 001-fop-compare-blocks.xml shows the problem I think.

Could probably be done by interpreting a character and generating the soft
linebreak code.
If you want to try, have a look at
src/org/jfor/jfor/rtflib/rtfdoc/RtfStringConverter.java, which already does
such conversions for tabs, quotes, etc.
